Note:This file contains an essay and photo detailing Hezekiah Williams' unsuccessful effort to build Hays City and have it declared county seat. In an attempt to garner support for his bid, Williams subdivided a plot of land into 100 35'x50' lots and sold them for $1 each. The objective was to create new landowners who could sign his petition and subsequently vote for a new county seat.

Note:Williams was married to Lizzie Johnson of the Johnson Institute. Two articles offer contradictory stories of the land sub-divided and given to potential voters. One article says Williams sub-divided his own land; then Zach Williamson sub-divided another lot in what became Westover to also give to voters against Williams' plan to move the County Seat. But Dorothy Wimberley Kerbow states that it was Williamson's land that was sub-divided FOR Williams' bid to move the County Seat. And the 1933 map shows the sub-divided plot as part of Williamson's tract--and not in Westover.
